City of F.C. Names New CFO

Richard A. La Condré has been selected as the finance director for the City of Falls Church. La Condré will begin working with the City on Dec. 6.

La Condré comes to the City from the City of Tallahassee, Fla., where he has served as Manager of Financial Planning and Administration since 2008.   Prior to serving in Tallahassee, La Condré served as Commissioner, Division of Financial Management for Sullivan County, New York, for 11 years.   Other positions he held with Sullivan County include Acting County Manager, and Director of Finance, Department of Metal Hygiene. He also worked for five years in state government and has over 30 years of public accounting experience.

“Richard will bring an abundance of strong financial management experience to the City of Falls Church,” said City Manager Wyatt Shields.  “His extensive knowledge and practice with successful financial models, revenue forecasting and fiscal strategies will be of critical assistance to the City as we move forward.”

In addition to serving as Falls Church’s Finance Director, La Condré will also serve as General Manager of the Administrative Services Department, which includes Finance, Real Estate Assessments, and Public Utilities Customer Service.

La Condré has been an adjunct college-level lecturer, is a member of the Government Financial Officers’ Association, and was a staff sergeant in the U.S. Air Force.

Melissa Ryman, who has been the Acting CFO for the past four months, will resume her position as Deputy Director of Finance on Dec. 6.
