Walter Mess, founder of the Northern Virginia Regional Park Authority, died Sunday night. Conflicting birth certificates listed him at age 100 and 98. His passing was first made public at today’s Memorial Day service in Falls Church. Mess was a pioneering operative of the OSS during World War II.
