PUBLIC WORKS SUPERINTENDENT The City of Falls Church is recruiting for a Public Works Superintendent. Individual selected will be responsible for administering and supervising the overall operation of the Department of Public Works/Operations Division. Work is performed under the general supervision of the Public Works Director. Responsibilities: *Supervises eight (8) sections; Streets, Traffic, Leaf Collection, Snow Removal, Storm Sewer, Urban Forestry, Fleet, Facilities, Janitor and an Administrative Assistant; *Responsible for the day to day operations of the Public Works Operations Division; *Prepares capital and expense budgets for all areas of responsibility; *Performs activities to monitor and maintain inventory control and to purchase and maintain required supply of materials, and parts for all areas of responsibility; *Ensures that all terms and conditions of purchasing requirements and contracts are met; *Maintains records of work performed and prepares correspondence and written and verbal reports regularly and as requested; *Oversees, coordinates and directs emergency response, restoration and recovery operations in the event of a storm or disaster; *Available to handle emergency duties as they arise at all hours and in all weather conditions for all areas of responsibility; *Provides good public relations, addresses concerns and offers the best possible customer services to residents and continue to improve the image of the city; *Maintains effective working relationships with other departments, agencies and municipalities; *Manages, assigns, schedules, supervises, plans, leads and inspects work performed by public works personnel and contractors in order to ensure quality workmanship and outcomes; *Oversees the functioning of building systems including mechanical, electrical, fire/life safety, and elevators; *Oversees contractors for facility renovation projects, maintenance, HVAC, plumbing and electrical systems; *Establishes operational procedures and policies; ensuring that subordinates take appropriate action; *Enforces OSHA, VOSHA and general safety regulations in all aspects of work and ensures a safe work environment; *Performs related tasks as required. Qualifications: *Graduation from an accredited college or university with major course work in sanitary or civil engineering or related field and experience in a responsible position in the public works field; *Comprehensive knowledge of the principles and practices of civil engineering, municipal public works administration, planning and design; *Demonstrated ability to review and analyze plans and specifications for the construction of public facilities, formulate comprehensive operational policies and procedures, ability to prepare accurate time and cost records, departmental budgets and technical reports utilizing a personal computer and standard office software; supervise the work of a large staff and to establish and maintain effective working relationships with city officials, other public officials, associates, contractors and the general public; *Knowledge of bid specifications and able to write bid specification for vehicles, equipment and construction projects; *Knowledge of OSHA regulations and safety practices, NIMS/Emergency Management Certifications or ability to take and pass these certifications, *Must maintain a current CDL, *Knowledge of the use and basic function of basic hand and power tools and construction equipment; *An equivalent combination of training and experience may be considered. Hours: This is a full-time position, Monday through Friday from 7:00 a.m. to 4:00 p.m. Salary & Benefits: $65,382 +, depending on qualifications.
