Falls Church H.S. Teacher Named Teacher Of The Year Francis “Buck” Payne, a social studies teacher and program coordinator of the Advancement Via Individual Determination program (AVID) at Falls Church High School has been named the Fairfax County Public Schools 2009 Teacher of the Year.
