Subject to a public hearing and final vote next month, the Fall Church City Council tonight gave preliminary unanimous approval to a zoning change that would make a wide range of property maintenance problems subject to a schedule of fines rather than criminal misdemeanor actions. The fines would apply to blight conditions ranging from tall grass and weeds to abandoned vehicles, broken walkways and exterior debris and equipment storage problems.
