Foster: Limited Options to Mandate ‘Non Partisan’ Elections

A resolution the Falls Church City Council will consider Monday calls for a charter change to establish that candidates for local offices can qualify for the ballot by petition, only, and not as the result of being nominated by a recognized political party in the state. F.C. City Attorney John Foster advised the Council at its work session Monday that doing more in an effort to ensure local elections are non-partisan would infringe on First Amendment rights.
