Howard Herman, who has served as an employee of the City of Falls Church for 40 years, announced his retirement today effective next April 1. Herman is the general manager of the Community Services Department and Director of Recreation and Parks for Falls Church.
Howard Herman, who has served as an employee of the City of Falls Church for 40 years, announced his retirement today effective next April 1. Herman is the general manager of the Community Services Department and Director of Recreation and Parks for Falls Church. Herman began his career with the City of Falls Church in October, 1970, working part-time for the Recreation and Parks Department while he attended George Mason High School. He became assistant director of Recreation and Parks in January, 1989 and was appointed director of Recreation and Parks in March, 1990. He was named General Manager of Community Services in January 2007, in addition to his director duties.
“There is no employee that I can think of who embodies the Falls Church work ethic and organizational culture better than Howard,” said F.C. City Manager Wyatt Shields. “During his years of dedicated public service he has made so many significant contributions to the quality of life in this City.”
During his tenure with the City of Falls Church, Herman launched the City’s nationally-recognized “America’s Favorite” Farmers Market, expanding special events, summer camps and sports programs, and reducing the Recreation and Parks Division’s reliance on taxpayer supported funding through the creation of a user fee structure. Memorial Day activities grew from a parade to a day-long festival of entertainment and family activities, the Taste of Falls Church was combined with the Fall Festival, and the Holiday Craft Show and Farm Day Events were created.
As director, Herman started the adult sports programs, increased the City’s inventory of athletic fields and improved the quality of those fields by adding irrigation and establishing a field usage policy for Madison Park and T.J. Elementary School. He was instrumental in securing funding for and managing the artificial turf project on the George Mason High School stadium field. Herman spearheaded efforts to renovate and add on to the Falls Church Community Center which won an award as Virginia’s best recreation building renovation/addition in 2001. He also coordinated a joint project with Fairfax County to build Larry Graves Park which resulted in the City gaining use of another full-sized rectangular athletic field.
As general manager of the Community Services Division, Herman oversees the Department of Housing and Human Services, the Mary Riley Styles Public Library, the Court Services Division, as well as the Recreation and Parks Division. He has coached hundreds of children while serving as a volunteer coach for over 10 years in the Recreation & Parks basketball program and as a coach of both the junior varsity and varsity girls’ basketball teams at George Mason High School. He has also chaired numerous tasks forces and committees including the Employee Benefits Task Force. In 1988, Herman was named the City’s Employee of the Year.
Herman is a member of the Virginia Recreation and Parks Society, the National Recreation and Parks Association, the American Society of Public Administration and is a Certified Recreation and Parks Professional. Plans for filling Herman’s position will be announced early next year.
