Falls Church City Manager Says Decision on Lian’s Seat Today

Friday, August 9 — The City of Falls Church’s city manager Wyatt Shields told the News-Press this morning that a decision on how to fill the seat on the F.C.City Council vacated by yesterday’s resignation of Caroline Lian should be made later today. Shields said that he is in consultation with the City Attorney Sally Gillette and Registrar of Voters David Bjerke to develop a plan, either by a Council appointment or special election, or both.

Lian resigned her seat effective immediately yesterday in response to a disclosure that she failed to report the full extent of her employment she filed to run for the Council, and following the report of a $25,000 fine levied against her by the government of the District of Columbia’s Board of Ethics and Government Accountability Office for the same thing given that one of her jobs was the second in command of the District’s Department of Buildings.

Former Falls Church Council member and now Planning Commissioner Phil Duncan told the News-Press last night that a decision might involve how much time will be required by state code to fill the slot on this November’s ballot, and that might require an appointment pending an election next year.
