Smoking in a Non-Designated Area, 6757 Wilson Blvd #21 (Hai Lua Restaurant), On Jan 19, 10:50PM, a male, 53, of Annandale, and a female, 37, of Montgomery Village, MD, were observed by an officer smoking tobacco products in the restaurant.
