F.C. Council Mulls Financial Operations Change

The Falls Church City Council reconvened its regular Monday business meeting last night, picking up on a discussion of a proposed change in the City Charter that could give City Hall wider flexibility in expending General Operating Budget funds. The idea came from the City’s Chief Financial Officer John Tuohy and would give City Hall the same flexibility enjoyed in some larger jurisdictions, City Manager Wyatt Shields told the Council. It would not limit the use of General Operating Budget funds to the specific categories that they were approved for by the Council. A number of Council members, led by David Snyder, raised concerns about the proposal, and it was not clear whether the Council would revisit the issue last night, or put it off to a later date. The Council adjourned prematurely Monday when a cable television operator in the Council chambers suffered a minor medical emergency. He was released from the hospital later the same evening, according to his supervisor, and is expected to return to work soon.
