Grim Prospects for Richmond Outlined in F.C. Town Hall
By Nicholas F. Benton

Falls Church's two representatives to the Richmond legislature that convened its annual session this week -- State Sen. Dick Saslaw and State Del. Jim Scott, both Democrats -- pained a grim picture for constructive gains during the coming session, with both chambers and the state house all controlled by Republicans after November's election, at a heavily-attended town hall meeting in the Falls Church Community Center this morning.

For the many Falls Church residents present today, including Mayor Nader Baroukh, Vice Mayor David Snyder, City Manager Wyatt Shields and a number of familiar civic activists and officials, it marked the first opportunity for getting to know Sen. Saslaw "up close and personal," and all were duly impressed at his knowledge of the issues and humor.

Due to statewide redrawing of state and delegate districts achieved following the latest census last spring, Saslaw's 35th District was reconfigured to include the City of Falls Church. While this change has been established for months, today marked the first extensive opportunity for the Falls Church public to meet him. As Saslaw quipped, he's officially represented Falls Church for only three days so far, since being sworn into his latest term last Wednesday. But the 71-year-old lawmaker has been in the state legislature since 1976, and is the Senate minority leader.

For Scott, it was yet another annual town hall meeting with his Falls Church constituents, whom he has represented since 2002. He has been in the state legislature since 1992.

As a result of November's election, the Republicans control the Senate, even though it is technically a 20-20 tie, because a tie-breaker vote lies in the hands of the Republican lieutenant governor Bill Bolling. This has already resulted in a major shake-up of the leadership of Senate committee structure. And the gains by the GOP in the House of Delegates give it the widest margin of control yet, 68 to 32. And in the state house, Gov. Bob McDonnell is eyeing a nod as the Republican vice presidential candidate, Saslaw said, which means he isn't going to do anything which could be construed as soft on Democratic-favored issues.

Saslaw said he's already seen bills introduced, with a strong chance of becoming law, that are unlike anything he's seen in his 36 previous legislative sessions in Richmond. He cited one where a four-year-old child could be expelled from pre-K day care if its parents fail to pass a mandated parenting program. In another bill, embryonic stem cell research would become illegal, even involving private companies, with criminal penalties.

"We have three or four Republicans in the senate who are 'approachable'" by Democrats on some of the more extreme issues, he said. Otherwise, on issues like gun control, he said, "You can forget about it. If there was a bill that every house in Virginia should be equipped with a surface-to-air missile, it would pass," he quipped. He noted that the Republican attorney general has said it's OK to carry guns into churches, and while some Republicans are pushing to legalize them on campuses, only because of the fact that the NRA is not pushing that issue, he said, it might fail.

The biggest setback, however, will come if the governor gets his way on taking a percentage of the sales tax revenue to the general fund and dedicating it to transportation, taking money that would otherwise be used for education, health care and other vital services, including public safety. "We tried every gimmick under the sun except for what we should have been doing" to meet transportation needs, he said.

He said that Virginia's gas tax is 17.5 cents, or half the 35 cents in North Carolina and significantly lower than all the surrounding states. But gas at the pump costs even more in Virginia than in some neighboring states, and that's because the gas companies charge for their gas to make the rates roughly even across the board. So, Virginia's lower gas tax is doing no good to its citizens. It is only allowing the gas companies to make a bigger margin of profit in the state. Yet, a penny extra on the gas tax would yield $48 million. As for former owner of a large number of gas stations, Saslaw said, "If there's anything I know something about, it is this."

Of every dollar taken out of the general fund, 34 cents is from K-12 education, 16 cents from higher education, 30 cents from health and human services and the rest from public safety and other programs, he said.

Scott concurred with Saslaw's assessement of the overall situation in Richmond this session. "I've been in the legislature since 1992, and have never seen this kind of imbalance. We're facing issues we haven't had to face before. Our job is to make your lives better," he said, "But we will be fighting to avoid making them worse."

Saslaw said that there will be no state funding for the Columbia Pike light rail project, and that legislation proposed by State Sen. Chap Petersen to resolve the dispute over water between Fairfax County and the water systems of three adjacent jurisdictions, including the City of Falls Church's, will be put over until next year.

"The legislature is going to want to see how it plays out in the courts before getting involved," he suggested. When he asked Shields for a comparison of Falls Church's water rates with those of Fairfax, he did some instant math and said the difference comes to about $10 a month for an average household. "That's about the cost of a meal at McDonald's," he quipped. Yet Shields and Scott both reported that efforts to bring the parties together to deal with the issue have been fruitless.

He said the state's contribution to Medicaid is among the lowest in the U.S., and only due to get worse. He said McDonnell will do nothing that could be construed as remotely associated with "Obama Care," he said. "I go to bed being thankful for Mississippi and Alabama," he said, because they're the only states with poorer records. But without the revenue that Northern Virginia provides to the rest of the state, Virginia would be at the very bottom of a number of lists. Even places like Prince William County, he said, report results for the composite index (determining how much it will receive in state educational aid) of a third world country, he said.

Saslaw urged the audience to become more proactive in registering voters. In his 35th District, he noted, 51 percent is Caucasian, 25 percent Hispanic and 12 percent Asian. But while 84 percent of Caucasians are registered to vote, only four percent of Hispanics and eight percent of Asians are. If those numbers were significantly changed, VIrginia would become "an entirely different state," he said.
Noting that campaigns now face the added burden of super-PAC money, since the U.S. Supreme Court ruled that corporations are citizens, he joked, "I'll believe that corporations are citizens when Texas executes one of them,"

Among those present today, Falls Church School Superintendent Dr. Toni Jones told the News-Press that she is "keeping her fingers crossed" to see how much Richmond can provide to ameliorate the pressures of the Virginia Retirement System on the local systems, since that is such a big part of what will drive increases in school budgets this year. She said she was heartened by Saslaw's indication that the Labor Day or King's Dominion law will be repealed, allowing local jurisdictions to determine if they want to begin classes before Labor Day or not.

Often, says Foley, a man suffering with ED will interpret her questions -- and her hurtful attitude -- as an attack on him, so he pulls back. The most common form of management in current practice is the use of one of the oral PDE-5 inhibitors. If one agent does not work adequately at its maximum dosage, another agent should be tried. Trying these medications 3-4 times is sometimes necessary before concluding that the therapy is ineffective. Men who have a vascular-leak (venous leak) phenomenon may need a constriction device placed at the base of the penis to maintain the erection, which may be effective by itself or in combination with a PDE-5 inhibitor. In selected cases, combination therapy with one of the PDE-5 inhibitors plus Yohimbine, MUSE, or intracavernosal injections can be tried. Although some men have taken two different PDE-5 inhibitors simultaneously, no evidence suggests any benefit and the risk of significant adverse effects is greatly enhanced. However, the use of both a shorter-acting agent and a longer-acting agent is not unreasonable at appropriate times and intervals as long as they are not taken together. In one randomized, double-blind, placebo-controlled, multi-center clinical trial conducted in China (5), 157 ED patients aged 26 to 75 with various etiologies (psychogenic, organic, and a combination of both), had an average ED history of 5 years. They all received treatment of Befar® or a placebo for 4 weeks. After the 4-week period, the Befar® patients improved their ability to have and maintain their erections by 68%. The same patients also improved the frequency and strength of their erections by 75%. johnson & johnson canada Pathophysiology of erectile dysfunction Erection begins with sensory or mental stimulation, or both. Impulses from the brain and local nerves cause the muscles of the corpora cavernosa to relax, allowing blood to flow in and fill the spaces. The blood creates pressure in the corpora cavernosa, making the penis expand. The tunica albuginea helps trap the blood in the corpora cavernosa, thereby sustaining erection. When muscles in the penis contract to stop the inflow of blood and open outflow channels, erection is reversed. pfizer viagra impotence Reduce Stress PMS and Sex: More Ways to Get in the Mood "You can behave genitally whether you feel sexual or not," Shaw notes. "Women and men can fake it. Lots of men get an erection, penetrate, and lose the erection and pretend they have had an orgasm because they want to be perfect. They don't say, 'Hey, I didn't have an orgasm but maybe next time. Being near you is enough.'" canada generic viagra cheap "It's relatively common in men with diabetes and various forms of vascular disease, or men who've previously had infections -- usually infections of a penile prosthesis," Sharlip said. "There are men who have such severe fibrosis that nothing can be done to restore their natural erection function, other than to implant a surgical prosthesis," he added. Eliminate food sensitivities. They advise men who have impotency problems to see their doctor, as this appears to be a reliable warning sign of future health problems. canada cialis free samples Keep the lines of communication open. viagra purchase online Surgery for prostate or colon cancer enzyte vs viagra Vasoactive drugs may also be injected intracavernosally. Such therapy represents an important second-line therapy for erectile dysfunction. It is the most effective pharmacologic treatment but has a high dropout rate because of the associated pain and apprehension involved. Phentolamine is an -blocker that was used in initial studies; its efficacy is poor, but it may be used in combination with other agents. Papaverine is a nonspecific PDE inhibitor and was the first effective intracavernosal therapy for erectile dysfunction. Currently, intracavernosal alprostadil therapy is preferred; it is more effective than other agents and produces fewer side effects. In a comparison study comparing alprostadil, a papaverine–phentolamine combination and papaverine alone, rates of success (ability to achieve and maintain an erection) of 72%, 61% and 31% were reported respectively.54 No patients in the alprostadil group experienced priapism, as compared with 2% and 4% of patients in the combination therapy and papaverine-only groups respectively. On the other hand, patients who used alprostadil were the only ones to report penile pain. For patients who do not respond to or do not tolerate alprostadil monotherapy, a triple mixture of papaverine, phentolamine and alprostadil may be prescribed. Such combination therapy has been shown to be more effective and, because of a lower dose of alprostadil, results in less pain.62 Complications of intracavernosal injections include pain, priapism and fibrotic changes at injection sites. An Italian study researched 300 men who had both diabetes and were in the early stages of developing heart disease. pharmacology viagra best place buy tramadol * The ability to get erections on demand, whenever you want. Get it up and keep it up! Sildenafil was recently studied in a large series of diabetic men with erectile dysfunction and was found to be well tolerated and effective.22 In this randomized, controlled trial, 74 of 131 patients taking sildenafil reported improved erections compared with only 13 of 127 patients taking a placebo. The incidence of mild adverse effects was higher in the group taking sildenafil, but the incidence of cardiovascular events was similar in both groups. ?2 Note that the number of functional enzymes in most species may not equal the number of gene products. For example, the major rod cell photoreceptor PDE6 exists as a heterodimer of two different gene products, PDE6A and PDE6B. The cone photoreceptor cell PDE6 consists of a homodimeric PDE6C. In some species, such as chickens, the rod enzyme may be a PDE6B homodimer. Thus, it is not clear whether each gene that contains a conserved catalytic sequence should be classified separately as a different PDE. buy generic cialis canada
