F.C. City Resident Charged With 17 Counts of Robbery

A City of Falls Church resident and CIA employee is in custody today following his arrest last week on charges he burglarized 17 homes mostly in the McLean area between last October and Jan. 24, when his car license was identified by a witness following a robbery. George Charles Dalmas III of Fulton Avenue in Falls Church is being held at the Fairfax Detention Center on a bond of $1.65 million. Fairfax Police announced the arrest Tuesday.

Police reported they found at Dalmas’ home a large stash of cash, jewelry, antiques, license plates and bags filled with more than 1,000 women’s undergarments. The home was raided by police at 7 a.m. on Jan. 31, and Dalmas was arrested after that.

Three unmarked official-looking cars were parked in front of the Dalmas home, a sizeable structure, yesterday afternoon.

Neighborhood residents told the News-Press that Dalmas was a regular fixture at block parties and street festivals in their area. He is married with two children in the Falls Church school system. The family purchased the home about five years ago and renovated it.

One neighbor, Allison Kutchma, interviewed by local TV station Tuesday, said “it just can’t be” that her neighbor was involved. “It has to be a case of mistaken identity,” she said.

Another interviewed by the News-Press said, “There was nothing in his behavior that would give a neighbor any cause for concern.”

Described as a “mid-level administrative employee” with the CIA, he is suspended without pay pending the outcome of the case. According to Fairfax Police’s Office Richard Henry, some of the homes burglarized belonged to CIA employees, and Dalmas may have targeted them because he knew they wouldn’t be home.

In addition to the valuable coins, bills, antiques and women’s clothing, police found “meticulous records,” including real estate open house fliers, lists of home security vulnerabilities, maps, journals, datebooks and logs, all believed to be linked to his robbery activities, according to authorities.

Police had been investigating the spate of robberies in the Kirby Road and Chesterbrook area of McLean as the work of a single person since late December and when the pattern extended beyond that area, homeowners associations throughout the area were alerted.

The search warrant affidavit filed to authorize the police search of Dalmas’ home stated that the burglar routinely targeted a ground-level window in the back of the home, using a lever of pry bar to break a window lock. He then re-secured the window when leaving to cover his tracks.
